About the results of demonstration tests and independent verifications related to frequency control technology using storage batteries

Ten companies * 1 including Kansai Electric Power Co., Inc. (hereinafter referred to as “Kansai Electric Power”) will use household storage batteries and industrial storage batteries owned by consumers as energy resources from December 2, 2019 to January 31, 2020. We conducted a verification test to immediately charge and discharge according to short-cycle load fluctuations in the power system.

This demonstration test was carried out with the grant of “FY2019 Virtual Power Plant Construction Demonstration Project Cost Subsidy * 2 Utilizing Demand Side Energy Resources”, which is a subsidy of the Agency for Natural Resources and Energy. Using the storage battery group monitoring and control system “K-LIBRA * 3” built by Kansai Electric Power Co., Inc. With NEC Corporation (NEC) to collectively control storage batteries, even storage batteries from different manufacturers can be remotely controlled in seconds. I confirmed that it can be controlled collectively.
We also confirmed the new functions implemented in “K-LIBRA”.

The results of the verification test are as follows, and the expected results have been confirmed.

  1. Based on the “K-LIBRA” directive, we have confirmed that multiple storage batteries from different manufacturers that can be charged and discharged remotely in seconds can respond to load fluctuations with a short cycle of about seconds.
  2. For the first time in Japan, we have confirmed a technology that separates the output of storage batteries according to the purpose of frequency control and energy management without interfering with the energy management implemented by consumers.
  3. By newly implementing the function to plan the adjustment power that can be used for frequency control in “K-LIBRA” in consideration of the usage status of the storage battery of the customer, the usable adjustment power has increased about four times as much as last year. We have confirmed that the storage battery can be used efficiently and to the maximum extent.
  4. It was confirmed that frequency control can be continued by promptly instructing other sound storage batteries to output when some storage batteries that perform frequency control become unable to communicate.

In addition, although it is not covered by the above subsidy, with the cooperation of Delta Electronics Co., LTD., Panasonic Corporation, etc., we are also conducting verification at the same time with the addition of two storage batteries and one EV charger / discharger. Similar results have been obtained.

Kansai Electric Power Co., Inc. Will continue to aim to establish technology for practical application of frequency control technology using energy resources such as storage batteries and EVs after FY2020, and will be low due to safe and stable supply of Electric power and further introduction and expansion of renewable energy. We will contribute to the realization of a carbonized society.
