Demonstration test and independent verification of frequency control technology using storage batteries

Kansai Transmission and Distribution Co., LTD. (hereinafter referred to as Kansai Transmission and Distribution), Erie Power Co., LTD. and Sansha Electric Manufacturing Co., Ltd. conducted a demonstration test in FY2018 with 10, 000 storage batteries (two actual storage batteries, For the first time in Japan, we have confirmed that the charging and discharging of (9, 998 simulated storage batteries) can be controlled remotely in seconds. In addition, in the verification test of 10 companies * 1 including Kansai transmission and distribution and the independent verification of 2 companies * 2 in FY2019, we confirmed the technology to separate the output of the storage battery according to the purpose.

This year, 13 companies * 3, including Kansai Power Transmission and Distribution, participated in the “Virtual Power Plant Construction Demonstration Project Utilizing Energy Resources on the Consumer Side” of the Agency for Natural Resources and Energy, from December 1, 2020 to January 29, 2021. In anticipation of the further spread and expansion of renewable energy in the future, the system for collectively controlling multiple storage batteries owned by the resource aggregator * 4 (hereinafter referred to as RA system) will be utilized and used in general households. We will carry out verification tests to establish frequency control technology using the Internet line.
Specifically, we will verify whether it is possible to control storage batteries via the RA system from the system “K-LIBRA * 5” built by Kansai Transmission and Distribution with NEC Corporation (NEC) for batch control of storage batteries. In addition, after strengthening the security measures of “K-LIBRA”, we will demonstrate the storage battery control that actually utilizes the Internet line.

In addition, this demonstration test is a subsidy of the Agency for Natural Resources and Energy, “Subsidy for virtual power plant construction demonstration project utilizing energy resources on the consumer side in Reiwa 2 * 6” (decided to be issued on May 29, 2020). It is issued and implemented.

In addition, although it is not covered by the above subsidy project, with the cooperation of two companies * 7, we will also conduct verification at the same time by adding a total of two batteries, one for each storage battery.

Through this demonstration test, 15 companies, including Kansai Transmission and Distribution, will control a large number of storage batteries at high speed at once and establish frequency control technology to ensure a safe and stable supply of Electric power and further introduction and expansion of renewable energy. We will contribute to the realization of a carbonized society.
