Implementation of demonstration tests on frequency control technology using storage batteries

 Kansai Electric Power Co., Inc. (hereinafter referred to as “Kansai Electric Power”), Erie Power Co., LTD., and Sansha Electric Manufacturing Co., Ltd. will conduct a demonstration experiment from January 7 to 31, 2019, with 10, 000 storage batteries (“Kansai Electric Power”). Currently, renewable energies such as solar power generation and wind power generation, which are affected by the weather, are increasing, but if the ratio to total power generation increases in the future, the lack of frequency coordination * 1 will be one of the issues. Specifically, the system “K-LIBRA” built by Kansai Electric Power Co., Inc. With NEC Corporation (NEC) for collective control of storage batteries, and eight storage batteries that can be remotely controlled to charge and discharge in seconds (hereinafter referred to as “By linking the” storage battery group “) and verifying whether it can be controlled by eight storage batteries from different manufacturers, and by verifying the response time and control accuracy of the storage battery group in response to the command from” K-LIBRA “, the power system We will confirm the response performance of the storage battery group to load fluctuations with a short cycle in.

In addition, after considering the usage status of the storage battery of the customer, we will add an operation planning function to maximize the frequency adjustment power to “K-LIBRA” and perform verification to confirm the effect. Based on these results, we aim to establish technology for practical use from FY2020.
For this verification test, Kansai Electric Power Co., Inc. Applied for the “FY2019 Virtual Power Plant Construction Demonstration Project Cost Subsidy * 4 Utilizing Consumer Energy Resources”, which is a subsidy of the Agency for Natural Resources and Energy. It will start on May 30, 2019 after receiving a grant decision from the executive body, the Sustainable Open Innovation Initiative for the Environment.

Based on the results of this demonstration test, we plan to summarize the issues for utilizing the storage battery as frequency adjustment power and submit a report to the Agency for Natural Resources and Energy within FY2019.
Through this demonstration test, 10 companies, including Kansai Electric Power Co., Inc., have established a technology to collectively control a large number of storage batteries at high speed, thereby creating a low-carbon society by providing a safe and stable supply of Electric power and further expanding the introduction of renewable energy. We will contribute to the realization.
